Summary
The Deputy CIO (DCIO) for Data, Analytics, and Artificial Intelligence (DA&AI) provides executive leadership to leverage data and AI to drive enterprise-wide business and research value. This role oversees strategy, governance, and operations of the Laboratory’s data and analytics ecosystem, ensuring high-quality, AI-ready data assets, and promoting a culture of data-driven decision-making. The DCIO collaborates with executive leadership, research domain leaders, and stakeholders to implement data-driven initiatives across the organization.

Primary Responsibilities

  • Refine, communicate, and execute the DA&AI strategy, aligning vision, actions, and outcomes with the Laboratory’s R&D mission
  • Direct the execution of the full data, analytics, and AI portfolio, including platforms, applications, large language models, and infrastructure, ensuring scalability and reliability
  • Institute an operating model and governance framework for DA&AI aligned with enterprise capabilities
  • Build partnerships with executive, business, and research leaders to ensure data is curated, preserved, and AI-ready
  • Communicate the business value generated by DA&AI initiatives and promote a culture of data-driven decision-making
  • Support research and operations by managing access to Laboratory intellectual property and archives
  • Ensure data quality, readiness, and integration to support analytics and critical decision-making
  • Oversee delivery of DA&AI products and continuous improvement through integrated product teams and human-centric design
  • Foster data stewardship across business and research domains, ensuring governance, ethics, and responsible use of AI
  • Develop data literacy, related competencies, and enterprise-wide transformation initiatives to embed a data-driven culture
  • Track performance and adoption of DA&AI products with metrics and OKRs
  • Ensure compliance with regulatory, legal, and ethical standards in data practices

Required Skills and Qualifications

  • Minimum 15 years of progressive IT or technical leadership experience, including senior roles in data, analytics, or AI leadership
  • Strong technical proficiency in data management, analytics, machine learning, AI technologies, and data visualization/business intelligence tools
  • Direct experience leading product teams using Agile, Scrum, or SAFe methodologies
  • Exceptional leadership and interpersonal skills to influence and engage stakeholders across all levels
  • Strong communication skills for effective verbal and written interactions across organizational levels
  • Bachelor’s or Master’s degree in business, data science, computer science, statistics, or a related field
  • Desired certifications (not required) in data science, AI, cloud platforms (AWS, Azure, Google Cloud), or project management (PMP, Agile)
  • Demonstrated experience in change management, business transformation, and aligning data initiatives with organizational goals
  • Analytical mindset with the ability to translate complex data into actionable insights
